Jessica Simmonds returns home from London and is shocked to find the street in which she grew up being torn apart to make way for a high rise development. When her father, a vocal opponent of the developers, is killed in a fire in his home attributed to faulty wiring, Jessica takes up the cause of the local residents. Joining forces with Jeff Elliot, a union leader, they take the fight to the streets. But as Jessica probes more into the background of the Angel Street development she unearths a sinister connection between the development group, organised crime and, most disturbing, a conspiracy between the developer, the police and the highest level of government.
